Can a church without a 501 C 3 make a loan of donated funds to the minister? There has never been a loan program organized and approved by the members.

Can non-501c3 churches make loans to members

You have an unlimited right to contract with anyone over any lawful subject matter. (A 'contract' on someone's life is not lawful -- because it is murder).

Contracts are private laws between consenting parties and at Article I Section 10, the U. S. Constitution says that no state can interfere in the obligations of contracts.


That should be sufficient to answer your question.
